DIPLOMACY, INTERNATIONAL AFFAIRS

Diplomacy, is the well-established and well-recognized method of influencing the decisions and behavior of foreign governments and their peoples through dialogue, negotiation, and other measures, essentially short of war or violence. Modern diplomatic practices are a product of the post-Renaissance European state system. Historically, diplomacy meant the conduct of official (usually bilateral) relations between sovereign states. By the 20th century, however, the diplomatic practices pioneered in Europe had been adopted throughout the world, and diplomacy had expanded to cover summit meetings and other international conferences, parliamentary diplomacy, the international activities of supranational and subnational entities, unofficial diplomacy by nongovernmental elements, and the work of international civil servants. As a dynamic instrument, Diplomacy is the idiom of foreign policy – the broader goals and strategies that guide a state's interactions with the rest of the world. International treaties, agreements, alliances, and other manifestations of foreign policy are usually the result of diplomatic negotiations and processes. Diplomats usually also help shape a state's foreign policy by advising government officials. Modern diplomatic methods, practices, and principles originated largely from 17th century European custom. Beginning in the early 20th century, diplomacy became professionalized; the 1961 Vienna Convention on Diplomatic Relations, ratified by most of the world's sovereign states, provides a framework for diplomatic procedures, methods, and conduct. Most diplomacy is now conducted by accredited officials, such as envoys and ambassadors, through a dedicated foreign affairs office. Diplomats operate through diplomatic missions, most commonly consulates and embassies, and rely on a number of support staff. In the context of India, diplomacy goes back to the days of Chanakya who advocated the quality of listening and communicating strategically with the outside world as one of the most important attributes of an ideal king. Today, the Ministry of External Affairs of India is the key agency responsible for the conduct and management of India’s foreign policy objectives and aspirations.
